For the welfare of poverty varies
The camera just after a curve. The speedometer needle of the 100 hour, on a street with a limit of 50. And a fine, predictable and inevitable. It happened last Wednesday, John, 37 year-old employee of Milan, which for a moment he hoped to pay the fine in installments under the new rules of the Highway Code. Nothing to do, though. And not just because the rules come into force Friday is also a source of income.
last statement - model 730 - John pointed to a tax of € 19,154. It has two young children and is married to Laura, who works under a contract of collaboration and earns € 5,214 a year. In all, it's just over 24 thousand euro. To defer the fine, however, the family income would be below € 13,726 (threshold calculated by increasing the base value of € 10,628 based on the number of family members).
However, if the roof was expressed in terms of ISEE, rather than taxable income, the result would fall within the limit. The mortgage on the INPS website confirms the value that John has done a service center to calculate tax: € 10,555 of ISEE, the equivalent economic situation indicator.
to use the income tax instead of the ISEE is a choice of the legislature, and as such should be accepted. But this small example is sufficient to show how the results may change based on selection criteria. The ISEE was introduced in Italy with Legislative Decree 109/1998 and was born exactly to measure those characteristics that are not directly related to income: so much so that, for its calculation, one must also take account of equity securities (Treasury bills, accounts current operations) and real estate (possibly discounting the share of outstanding mortgage). All corrected as an equivalence scale that rewards large families, those in which there are people with disabilities or where both parents work.
Twelve years after its introduction, The ISEE is by far the most widely used parameter to determine the recipients of welfare benefits reduced. Last year, the INPS has counted nearly 7 million, given more than tripled compared to 2002. Even in the scope of this indicator, however, may encounter limits different from one city to another. Why next to services for which there is a threshold value equal to the entire national territory (such as the social bonus for electricity) there are others that depend on the choices of individual entities involved (including the pricing for kindergarten).
The case of John can make a compass. With its value Isee, after the summer by the city of Milan will have a special rate to send to the nest childhood the youngest of her children: 103 € / month contribution rate, compared to € 465 maximum fare. With the ISEE, the rate would be in Bologna and Turin 144 € to 168 €. Small and large differences, depending on the number of income brackets: Milan, for example, uses only four, the capital of Piedmont 21. If
's son John had just given the maturity, would be served by Isee also used to calculate the tuition fees. Indeed, would the ISeeU, a variant that - among others - sees only 50% of the revenues generated by the brothers of the student. Certificate in hand, for the registration to the course of a single cycle degree in law from the University Milan would pay € 698, compared with € 435 650 University of Insubria and University of Pavia. In all three cases it would be the first band, which effectively eliminates the second installment of tuition fees.
Outside academia, however, the threshold level of need falls drastically. So much so that John could not take the bonus or electricity (72 € for the bill to be served in 2010), nor the bonus gas (125 € for users from Milan who uses natural gas for heating, stoves and boilers ): in both cases, one should be under € 7,500 ISEE. Same goes for the social card given to children under three years to get served a Isee less than € 6,235.35. Too little, in this case.
